The ban covers menthol, mint, fruit, dessert, and any characterizing flavor in e-liquids and pre-filled cartridges. Enforcement is shared by the NY Department of Health and local agencies including NCDOH. Nassau County also separately bans the sale of flavored tobacco within its jurisdiction under a 2019 county local law, layering on top of state restrictions, with strong enforcement against neighborhood smoke shops.
