Oregon Health Authority enforces packaging and child-resistant requirements, and the Department of Revenue administers the tobacco retail license program created by HB 2261 (2021). Online or mail-order delivery of vapor products to consumers is prohibited under ORS 180.440 and related distance-sale rules. Local governments may adopt stricter retail licensing under ORS 431A.190, but cannot relax the statewide minimum age of 21.
