So while there is no bin-placement citation, chronically overflowing or scattered containers can still draw a Chapter 343 notice. Inside cities, that city's set-out ordinance applies instead.
No placement citation exists. If containers create scattered refuse or a sanitation nuisance, the county may act under Sec. 343.011, serving notice and abating after the deadline (31 days, or 10 business days for repeats) with cost liened.
