There's no county bulk-pickup program. Large items and construction debris must be hauled to a permitted landfill or transfer facility under the county Sanitary Landfill Code (Ch. 32). Letting bulk waste and debris pile up on unincorporated property lets the county remove it and lien the cost.
St. Clair County does not offer bulk or large-item collection; disposal must go to a properly permitted facility. The Sanitary Landfill Code (Chapter 32), adopted under state authority prohibiting open dumps, defines garbage disposal areas and land reclamation and requires waste be handled at approved sites. On the enforcement side, Nuisances Chapter 25, Article II lets the Garbage and Debris Removal Coordinator remove accumulated garbage, waste and debris (including furniture, tires, and discarded materials) from unincorporated lots after 15 days' notice, liening the cost. Cities offer their own bulk-item programs; check with your municipality.
