Unlike many Florida counties, Bay County provides no residential garbage pickup and awards no exclusive franchise. In the unincorporated areas, homeowners choose and pay a private company from the county's Licensed Sanitation Haulers list - Nate's Sanitation, Waste Pro, Coastal Waste, and others - which sets its own weekly or twice-weekly schedule, day, and rates. The county's role is disposal, running the Steelfield Road Landfill and the Bayline Drive drop-off center. Incorporated cities - Panama City, Panama City Beach, Lynn Haven, Callaway - run or contract their own collection, so a city address follows city rules, not the county's.
Missed or skipped pickups are a matter between you and your private hauler, not the county. Persistent uncollected trash and set-out problems fall under county code enforcement.
