El Paso County does not operate a municipal-style garbage utility in its unincorporated area, and Texas counties cannot mandate universal curbside collection. Residents outside cities arrange service three ways: subscribe to a private hauler such as El Paso Disposal (a Waste Connections company), self-haul waste and bulk items to the landfill at 2600 Darrington Road in Clint, or use the free Community Cleanup events. Those events run Saturdays 8 a.m. to noon and collect household waste, tires, bulk trash, e-waste, and recyclables at no cost. Inside El Paso, the city Environmental Services Department provides curbside carts, but that does not extend to county residents. No county ordinance sets collection days, rates, or mandatory participation.
Because collection is not mandatory, there is no citation for lacking service. The consequence of improper disposal is the nuisance statute (Tex. HSC Sec. 343.011) for accumulated rubbish, or the illegal-dumping statute (Tex. HSC Sec. 365.012) if waste is dumped.
