The Passaic County Office of Recycling & Solid Waste coordinates the district solid-waste and recycling plan under the Solid Waste Management Act (N.J.S.A. 13:1E) for all 16 municipalities, but curbside pickup itself is a municipal function. New Jersey's Statewide Mandatory Source Separation and Recycling Act (N.J.S.A. 13:1E-99.11 et seq.) requires every county district plan to mandate recycling of at least three designated materials plus leaves, and each town must adopt an ordinance to enforce it. Your collection schedule, containers, and holiday changes come from your municipal public-works department.
