Because collection is franchised, the specific pickup day, cart size, and rate schedule for a given address are administered by the assigned hauler rather than published as a fixed countywide schedule. Residents who self-haul can use the Fairmead Landfill / Mammoth Recycling Facility and the North Fork Transfer Station. The county Public Works Engineering Services Division (559-675-7811) oversees the franchises and posts current franchise agreements per state transparency law.
Disputes about missed pickups, rates, or service levels are handled by the franchise hauler and the county Public Works Engineering Services Division. Using a hauler other than the franchised carrier, or placing unauthorized containers, can run afoul of the exclusive franchise and Chapter 7.24, Article III (Impounding Unauthorized Containers). Chapter 7.24 also carries penalty provisions for solid waste violations (e.g., Section 7.24.139).
