Solid waste, recycling and organics collection in unincorporated Sutter County is handled by Recology Yuba-Sutter (formerly Yuba-Sutter Disposal) under exclusive franchise agreements with the County, Yuba County and the cities of Live Oak, Marysville, Wheatland and Yuba City. The franchises run through the joint-powers Regional Waste Management Authority (RWMA), the agency that administers regional waste programs and SB 1383 compliance. Single-family residents are provided three carts, a gray/black refuse cart, a blue recycling cart, and a green organics cart, and place designated materials in each. Basic service includes a standard 32-gallon refuse cart at no extra charge for the bundled recycling and organic-waste service; 64- or 96-gallon carts are available for roughly $0.50 more per month per upgrade, and an extra 32-gallon bag costs about $4.75. The blue recycling cart takes paper, cardboard, glass and metal containers and plastics numbered 1-7 (no plastic bags); the green cart takes grass clippings, leaves, plant trimmings and, where provided, food waste. Hazardous items (batteries, fluorescent bulbs, electronics, paint, fuels, chemicals) are prohibited in all carts. Mandatory participation in recycling and organics collection (or self-haul) is required under the RWMA's SB 1383 ordinance, except in certain low-population census tracts with approved waivers.
Collection rules and rates are set by the Recology franchise and RWMA. Contamination (putting the wrong materials or hazardous waste in carts) violates program rules and, for organics/recyclables, the RWMA's SB 1383 ordinance, which carries administrative penalties beginning January 1, 2024.
