Philadelphia is a mandatory recycling city under PA Act 101 of 1988 (53 P.S. 4000.101) and Phila. Code 10-717.1. Residents must source-separate recyclables from trash and place them in blue bins or clear blue bags for weekly curbside collection (same day as trash). Accepted materials include: paper, cardboard (flattened under 2 feet), glass bottles and jars, metal cans, aluminum, and plastic containers marked 1, 2, 3, 4, 5, and 7. Plastic bags, styrofoam, electronics, and scrap metal are excluded. Commercial properties and buildings with seven or more units must arrange private recycling haulers and maintain waste audits. Philadelphia discontinued single-family yard waste collection as of 2020; residents may compost on-site or drop yard waste at Sanitation Convenience Centers.
Recyclables mixed in trash: $50 first warning, $100 repeat under Phila. Code 10-717.1. Commercial non-compliance: $300 per day under Act 101. Contaminated recycling bins: bin not collected, potential fine.
