Unincorporated Bexar County does not require residents to recycle, and no countywide curbside recycling program exists. The City of San Antonio operates drop-off recycling centers at Bitters Brush Recycling Center, Nelson Gardens, and other locations, though use by non-city residents may require a nominal fee. Acceptable materials commonly include clean paper, flattened cardboard, glass bottles, aluminum and steel cans, and plastic containers marked 1 or 2. Not accepted include plastic bags, Styrofoam, food-soiled paper, ceramics, and most plastics marked 3 through 7. Electronic waste, batteries, and fluorescent bulbs must go to specific e-waste drop-offs or Bexar County HHW events. Businesses are not required to recycle at the county level, though some cities regulate commercial recycling. HOAs sometimes encourage recycling participation but cannot mandate it under state law.
