Hackensack's Chapter 162 designates shade trees within City rights-of-way and on public property as protected resources. It is unlawful for any person, firm, partnership, association, corporation, public utility, or other entity to cut, remove, deface, or attach wires, ropes, or signs to any shade tree without first obtaining permission from the City Manager. The Hackensack Shade Tree Advisory Committee advises the City on tree care, planting, and protection priorities. While Hackensack does not maintain a separate "heritage tree" registry distinct from its shade tree provisions, large mature trees on public land receive heightened protection through the City Manager approval requirement. Replacement species must follow Appendix A and Native Plant Society of New Jersey recommendations.
