Mission Viejo's heritage tree program provides enhanced protection for trees of exceptional size, age, species rarity, or historical significance. Heritage tree designation may apply to native California species such as coast live oaks (Quercus agrifolia), California sycamores (Platanus racemosa), and mature specimen trees that contribute to the community's character. Heritage-designated trees cannot be removed except under extraordinary circumstances such as imminent danger to life or property, and removal requires Planning Commission review. Development projects near heritage trees must submit tree protection plans showing how root zones, drip lines, and trunks will be safeguarded during construction. The city's urban forestry program also protects landmark trees on public property, including trees along major corridors and in city parks. Residents who believe a tree qualifies for heritage designation can submit a nomination to the Planning Division. Arborist assessments are required for any work on or near heritage trees. Damaging or removing a heritage tree without authorization carries the highest penalties in the municipal code, potentially exceeding $25,000 per tree. Penalties include the appraised replacement value of the tree, enhanced replacement planting requirements, and potential criminal prosecution.
