San Diego protects designated Heritage Trees and trees within Environmentally Sensitive Lands (ESL) under Land Development Code Β§142.0440. Heritage status applies to native oaks, sycamores, and individually designated trees. Removal in ESL or coastal overlay zones requires a Site Development Permit and a 1:1 to 3:1 replacement plan.
San Diego does not maintain a citywide DBH-based protection list for all trees, but the Land Development Code Β§142.0440 protects trees within Environmentally Sensitive Lands (ESL), the coastal overlay zone, and any tree formally designated as a Heritage Tree by City Council. Native species including Coast Live Oak (Quercus agrifolia), Engelmann Oak (Quercus engelmannii), and Western Sycamore (Platanus racemosa) are presumptively protected when within ESL or biological resource areas. Removal of a protected tree requires a Site Development Permit, a biological resources report, and a replacement plan calibrated to lost canopy area. Mature trees may also be protected under the Multiple Species Conservation Program (MSCP) where they provide raptor or bird habitat.
Unauthorized tree removal in an ESL or of a designated Heritage Tree carries administrative civil penalties up to $2,500 per day under Β§12.0202, plus mandatory replacement and habitat restoration. Coastal Zone violations may also trigger California Coastal Commission enforcement and fines up to $15,000 per violation.
