Davenport's Tree Ordinance (Chapter 8.14, Article IV) regulates public trees, not backyard ones. There is no diameter-based permit for removing a healthy tree on private property. However, no one may remove, cut, or trim a tree on City property or in the right-of-way without prior authorization of the City Arborist, and abutting owners may not remove public right-of-way trees themselves. Any firm whose principal business is cutting or trimming trees must hold a city license costing $50 per year, with a $10,000 bond and liability insurance under 8.14.240 through 8.14.260. The City Arborist superintends the city's 22,000-plus public trees and its Tree City USA program.
Removing or damaging a public tree without authorization is a municipal infraction under 8.14.360: $100 / $200 / $500, each day separate, plus repair or replacement to the extent the City Arborist deems necessary.
