ROH Section 10-1.4 authorizes the Director of the Department of Parks and Recreation to issue permits for replacement, removal, planting, spraying, trimming, or pruning of street trees by private citizens. In East Honolulu, this covers the monkeypod, shower trees, and kiawe lining Kalanianaole Highway feeder streets and the mature plantings through Aina Haina's residential blocks. Private-property trees are not covered by Section 10-1.4 unless they are designated exceptional trees under ROH Chapter 40 Article 8. Unauthorized cutting of city street trees can result in enforcement by DPR.
Unpermitted removal or destructive pruning of public street trees can draw administrative penalties, restoration requirements, and in some cases misdemeanor charges under city code.
