The City of El Cajon does not maintain a tree removal permit program for private residential property. Property owners may remove trees on their land without obtaining a city permit in most cases. The exceptions are: (1) street trees in the public right-of-way, which are managed by Public Works and require city authorization before removal, and (2) trees that were required as conditions of development approvals, which need planning review before removal. For trees near power lines, San Diego Gas & Electric (SDG&E) handles tree trimming and removal at no cost to the property owner. When trees are adjacent to or on the property line, California Civil Code Section 833-834 governs the rights of adjoining landowners regarding tree branches and roots that cross property lines.
Removing street trees without Public Works authorization is a violation. Removing trees required by development conditions without planning review may result in enforcement and required replanting.
