The one hard rule is in Chapter 26 (Streets and Sidewalks): it is unlawful for anyone other than a city employee, or a supervised volunteer, to plant, remove, cut down, trim, or alter trees or shrubbery in public grounds. When a city tree damages a sidewalk, the city repairs the walk, may remove the tree, and offers the abutting owner replacement stock.
