Naperville requires tree removal permits for trees 4 inches or greater in diameter on residential lots over 1.5 acres and all non-residential parcels. Residential lots under 1.5 acres are exempt. Permits are obtained through the City's Civic Access Portal. Parkway trees may only be removed by the Department of Public Works.
Under Naperville Municipal Code Title 5, Chapter 10 (Landscape, Screening and Tree Preservation) and Title 9, Chapter 3 (Urban Forest Protection), a tree removal permit is required before removing any tree measuring 4 inches or greater in diameter (at 4.5 feet above ground) on residential parcels larger than 1.5 acres and on all non-residential parcels regardless of size. Residential parcels under 1.5 acres are not subject to the tree removal permit requirement. Permit applications are submitted through the City of Naperville's Civic Access Portal. Approval must be obtained before removal begins. Following application, the city works with the property owner to determine appropriate action for removal and replacement. Parkway trees (planted between the sidewalk and curb) are city-owned and maintained exclusively by the Department of Public Works. Residents may submit concerns about parkway trees using the Parkway Tree Request Form. Tree preservation during construction must follow International Society of Arboriculture (ISA) guidelines for protection of trees on construction sites.
Unauthorized tree removal: fines and replacement requirements assessed by Public Works. Damage to city parkway trees: replacement cost assessment. Construction damage to protected trees: potential stop-work order.
