Sparks does not require a size-threshold permit to remove a tree on your own private property. Its Urban Forestry code protects public trees. Removing or harming a parkway, median, park, or Truckee River tree requires written city consent.
Unlike cities with private-canopy permits, Sparks Municipal Code Chapter 12.28 regulates public trees, not the trees in your yard. A public tree is any on city property, including parks, medians, the Truckee River corridor, and parkways, the strip between the curb and your property line. Under 12.28.030 it is unlawful to harm, deface, or mutilate any ornamental tree on a public street, parkway, alley, or park without written city consent, and the Parks and Recreation urban forester makes removal determinations in public places and reviews landscaping plans that affect them. So homeowner removal of a private tree generally needs no city permit; the permitting point is any public tree.
Removing or harming a public tree without written consent is a misdemeanor and a public nuisance under 12.28.100, subject to a ten-day abatement notice and cost recovery through a property lien.
