Tracy, CA Tree Protection: Tree Removal Permits (2026)

San Joaquin County's Oak Woodlands Conservation Ordinance and related tree-protection provisions in the Development Title protect native California oaks. Valley oak (Quercus lobata), blue oak (Q. douglasii), and interior live oak (Q. wislizeni) with trunk diameter of 6 inches or greater at 4.5 feet above grade (DBH) generally require a removal permit from Community Development, with arborist assessment for trees 12 inches+ DBH. Removal triggers a mitigation requirement — typically 3:1 replacement with native oak seedlings planted on-site, off-site, or in a county-approved conservation easement, plus a 3-year establishment bond. Dead, diseased, or hazardous trees (verified by certified arborist) may be removed under an expedited administrative permit. Commercial orchard operations (walnut, almond, cherry, stone fruit) and other bona fide agricultural activities on AG-zoned land are exempt under California Civil Code §3482.5 (Right to Farm) and the ordinance's agricultural-operation exception.
