The restriction is not automatic citywide; it only takes effect on streets the Council has specifically designated. Two carve-outs limit the ban's reach. First, the City Manager can issue permits exempting handicapped persons and residents of high-density, multiple-family housing or similar areas that lack adequate off-street parking, letting a qualifying resident's own commercial vehicle park despite the restriction.
