Stockton draws a sharp line between residential streets and truck routes. SMC §10.08.030 designates the streets on which heavy commercial vehicles may legally travel (truck routes), and §10.08.040 (Truck parking) makes it unlawful to 'stop, stand or park any commercial vehicle or any vehicle having a gross weight limit exceeding three (3) tons' on any street where §10.08.030 prohibits the driving of that vehicle, unless the stop is 'for a purpose expressly permitted' (typically active loading, unloading, or delivery at the curb). In practice, this means a tractor-trailer, semi, dump truck, or other heavy commercial rig may not be parked overnight on a residential street even if the driver lives there. SMC §16.64.090 and Chapter 16.64 (Off-Street Parking and Loading Standards) extend the same restriction onto private residential lots: commercial vehicles with a gross load capacity of one ton or more, or vehicles 'clearly commercial in nature,' are not allowed to park in residential zones except for immediate loading or unloading or where they are not visible from the street. The general 72-hour street-parking rule (SMC Chapter 10.04) and California Vehicle Code §22651(k) also apply, so even a permitted commercial-vehicle stop must move within 72 hours. State law preemption: California Vehicle Code §35400 et seq. governs vehicle length and weight on highways; local commercial-vehicle parking restrictions are valid so long as they don't conflict with state truck-route requirements.
Parking citations for commercial vehicles in violation of §10.08.040 are issued by Stockton PD. Vehicles parked over 72 hours are subject to tow under California Vehicle Code §22651(k). Residential-zone commercial vehicle storage is a zoning violation enforced by Stockton Code Enforcement, which typically issues a notice of violation followed by administrative citations under SMC Title 1 (commonly $100/$200/$500 for first, second and subsequent offenses) and can refer the matter for criminal misdemeanor prosecution under SMC §10.04 for persistent violations.
