Stockton Municipal Code Chapter 8.12 declares abandoned, wrecked, dismantled, or inoperable vehicles on public or private property a public nuisance subject to abatement. The Vehicle Abatement Officer mails a 10-day notice of intent to abate via certified mail to both the vehicle owner and property owner. Owners may request an administrative hearing within 10 days of the notice. A property owner may submit a sworn written statement denying responsibility for the vehicle to avoid abatement costs. On public streets, CA Vehicle Code 22651(k) allows towing after 72 hours. Vehicles with expired registration for six months or more are presumed abandoned under CA Vehicle Code 22669. Abatement costs including towing, storage, and administrative fees are recoverable from the vehicle or property owner.
