The property owner may file a sworn written denial of responsibility within the 10-day window to waive a hearing and avoid abatement costs. Removal costs and administrative fees, including amounts owed to the California Highway Patrol for its administrative costs, are set periodically by the City Council and become a lien against the property if unpaid. The 72-hour street-parking cap in SMC Chapter 10.04 separately authorizes tow of inoperable or long-parked street vehicles under SMC Chapter 10.16.
After the 10-day notice period, the city may remove the vehicle and assess removal plus administrative costs against the property owner or vehicle owner; unpaid amounts may be recorded as a lien. Repeat or willful violations may be charged as municipal-code infractions/misdemeanors under SMC Chapter 1.44.
