Stockton does not impose a citywide overnight street-parking ban, but overnight and time-limited parking is restricted inside designated Residential Parking Permit (RPP) areas under SMC Chapter 10.20, where only permit-holders may park beyond posted limits.
Stockton Municipal Code Chapter 10.20 (Residential Parking Permits) authorizes the City to establish residential parking permit districts to address motor-vehicle congestion in qualifying neighborhoods. Within an RPP district, any resident operable motor vehicle displaying a valid parking permit may stand or be parked without being limited by the time limit designated for that area; non-permitted vehicles are subject to the posted time restrictions (often two-hour or overnight limits). The 72-hour maximum from SMC Chapter 10.04 still applies citywide. RVs, trailers and oversized vehicles must not block sidewalks, create hazards or impede traffic, and the 72-hour cap applies; commercial vehicles over 3 tons are barred from non-truck-route streets under SMC Chapter 10.08.
Parking citations inside an RPP district without a valid permit are issued by Stockton PD parking enforcement; fine amounts follow the City's adopted bail/penalty schedule. Vehicles exceeding 72 consecutive hours are subject to tow under SMC Chapter 10.16.
