Neither unincorporated Tulsa County nor City of Tulsa impose tree replacement requirements for trees removed from private residential property. The City of Tulsa does require 1:1 replacement when a street tree or right-of-way tree is removed under permit, per TRO Title 33 Β§ 33-308. Replacement trees must be nursery stock, minimum 2-inch caliper, from the city's approved species list. Commercial development projects and new subdivisions must comply with TZC Chapter 65 landscape buffer and parking-lot tree requirements, which specify mitigation when existing canopy trees are removed. A fee-in-lieu option exists for commercial sites where on-site replacement is impractical, with proceeds going to the City Tree Fund. Individual homeowners removing trees from their own yards have no replacement obligation.
