Under Rev. Code Ch. 905, DPW Urban Forestry requires replacement for any public street tree removed under permit. Standard ratio is 1:1 for healthy trees removed for development and 2:1 for unauthorized removals. Replacements must be 2-inch caliper minimum, selected from the DPW approved species list (emphasizing native and EAB-resistant species such as oak, hackberry, tulip poplar, and Kentucky coffeetree). Where on-site replacement is impractical, a fee-in-lieu is paid to the Indianapolis Tree Fund at current DPW valuation. In commercial site-plan review, Consolidated Zoning Β§744-405 requires perimeter and parking-lot tree counts; failure triggers Certificate of Occupancy hold.
