Removal of a protected, specimen, or historic tree under Palm Coast Land Development Code Chapter 11 generally triggers replacement/mitigation calibrated to the diameter of the removed tree, using species from the City's approved native/Florida-Friendly list. Replacements are inspected by Building Services. Ordinance 2016-6 carves out an exemption for SFR/DPX/EST buildable-area specimen/historic trees that cannot be saved by shifting the footprint, and FS 163.045 exempts the hazardous-tree case on single-family residential lots.
Palm Coast LDC Chapter 11 (Tree Protection, Landscaping, Buffering and Irrigation) sets out replacement standards. Removal of a regulated tree (6-inch caliper or 4-inch if surveyed for credit) generally requires mitigation: replacement plantings scaled to the diameter at breast height (DBH) of the removed tree, drawn from the City's native and Florida-Friendly approved species list. Required landscape plantings (perimeter buffer trees, parking-lot interior trees, street trees) that are removed must be replaced in kind under Chapter 11. Building Services (160 Lake Avenue, 386-986-3780) inspects replacements as a condition of permit closeout and Certificate of Occupancy for new construction. Ordinance 2016-6 amended Chapter 11 to allow SFR, DPX, and EST owners to remove specimen or historic trees within the buildable area of the lot with no mitigation, provided that all reasonable efforts to shift or flip the building footprint cannot save the tree. FS 163.045-exempt removals on single-family residential lots (hazardous-tree case with ISA-certified arborist documentation) are not subject to City replacement requirements.
Failure to install required replacement trees voids the tree-removal permit and blocks issuance of the Certificate of Occupancy for new construction. Existing owners can be cited by Code Compliance under Chapter 11 with mandatory installation and Special Magistrate fines. Replacement trees that die within the City's establishment period can shift replacement liability back to the owner.
