UDC Section 10.3 treats landscape material on an approved plan as a required site element on par with parking and lighting, making the property owner responsible for maintenance, repair and replacement. Dead, unhealthy or missing plants must be replaced within 60 days of notice, season permitting. Section 10.6.A.7 requires that trees identified for preservation and damaged or destroyed during construction be replaced. Section 10.2.G bars trenching through root systems, grade changes inside the dripline and soil compaction during development, and extends that protection to trees on adjacent lots. Minimum replacement size for shade trees is three inches caliper at planting under Section 10.2.D.
Failure to replace required landscape material is a UDC violation enforced by the Zoning Administrator. Certificates of occupancy are withheld until landscaping is complete.
