When trees are removed under permit, Tacoma requires replanting on site at ratios from 1 to 1 up to 3 to 1, or payment into a tree fund if site capacity is exceeded.
Under TMC 13.06.090, every approved removal triggers mandatory replanting. Smaller regulated trees, 6 to 12 inches in diameter, replace at 1 to 1. Trees 12 to 24 inches replace at 2 to 1. Trees over 24 inches and any designated heritage trees replace at 3 to 1. Replacements must be native or approved species, at least 1.5 inch caliper or 6 feet tall at planting, and survive a two year warranty period. If the site cannot physically hold the required replacements, the applicant pays a fee in lieu into the Tacoma Tree Fund, which finances street tree planting in equity areas.
Failure to install or maintain replacement trees through the warranty period can trigger fines and additional tree fund payments under code enforcement.
