Unincorporated Montgomery County imposes no tree replacement requirement under Texas Local Government Code Ch. 232. Conroe Code Ch. 98 subdivision regulations require preservation or replacement of trees in common areas and street frontages during platting; replacement ratios generally 1:1 with 3-inch caliper minimum. The Woodlands Residential Design Guidelines allow the RDRC to condition tree removal approvals on replanting — typical standard is one 3-inch caliper tree for each removed specimen. TX HB 1572 requires cities to offer mitigation credits if replacement trees are planted: 50% credit for any planting, 100% for large native species. Fee-in-lieu programs exist in Conroe subdivision ordinance for non-feasible on-site replacement.
