Anaheim's Climate Action Plan and General Plan establish urban forest canopy targets that emphasize underserved neighborhoods west of the I-5 freeway, funding tree giveaways and prioritized planting in heat-vulnerable districts.
Anaheim does not yet operate a stand-alone equity ordinance, but its General Plan Green Element and Climate Action Plan direct planting investments toward neighborhoods with low canopy cover, including parts of west and central Anaheim near the Resort district. Public Works and APU partner with nonprofits like TreePeople and West Coast Arborists for resident giveaways and street-tree planting events. Funding flows from CalFire urban forestry grants and state cap-and-trade programs. Property owners can request a free street tree under the program subject to species and site review.
These programs are voluntary; consequences arise indirectly when residents harm planted trees, triggering AMC Title 16 Β§16.06 protection, replacement, or restitution requirements.
