Applications for specimen tree removal must be filed with the Planning and Building Department on forms provided, together with a filing fee established by City Council resolution. The application must clearly show by diagram, plot plan, and photograph: the location and identity of trees to be removed, the location and identity of replacement trees, and owner contact information. Street tree removal under AMC Chapter 13.12 requires separate authorization from the city, and unauthorized removal is prohibited. The Planning Commission reviews specimen tree applications and may require one of the following findings: forest management principles will be served, reasonable development requires removal, neighborhood character will not be materially affected, topography necessitates removal, or person/property safety requires it. Conditions may include replacement ratios exceeding 1:1 for significant specimens.
