Saint Paul Regional Water Services enforces odd-even outdoor watering by address from May through September to protect Mississippi River withdrawals and maintain treatment plant capacity during peak demand.
Under the SPRWS conservation plan, customers with odd-numbered addresses water on odd calendar dates and even-numbered addresses water on even dates. No watering between noon and 5 p.m. on any day. Restrictions apply to lawns, gardens, washing vehicles, and filling pools. Hand-watering with a shutoff nozzle, drip irrigation, and new sod within ten days of installation are exempt. Stage 2 declarations during drought may further limit days or ban outdoor watering altogether on Como Park and Hidden Falls service zones.
First violation is typically a written warning. Subsequent violations carry fines starting around $50 and can escalate to $200, with possible service shutoff for repeated noncompliance during declared drought emergencies.
