After a Flint-driven overhaul of Michigan's drinking water rules, EGLE now requires utilities to inventory and replace all lead service lines on an aggressive schedule. DWSD has identified 80,000+ suspected lead lines and is replacing them at no cost to property owners. Internal household leaks remain the customer's responsibility, and DWSD will not refund bills for hidden leaks except in narrow circumstances (e.g., undetected underground breaks with proof of repair). Free lead-water test kits are available through MI Pure Drinking Water programs.
Failure to report a leak after notice can lead to service shutoff and lien attachment. Tampering with the meter is a misdemeanor under DWSD rules and Detroit City Code Ch. 56 (Public Utilities), with fines and potential prosecution.
