Fairfax County operates limited reclaimed water reuse at the Noman M. Cole Pollution Control Plant, supplying non-potable water to the plant itself and select industrial users under Va. DEQ Water Reclamation regulations.
The Noman Cole Pollution Control Plant treats up to 67 million gallons per day for the Wastewater Management District. A portion is reclaimed for plant process water, irrigation of plant grounds, and limited bulk fill for approved construction dust control. Use follows Virginia Water Reclamation and Reuse Regulations 9VAC25-740, requiring Level 1 treatment for unrestricted public access uses. Residential graywater reuse is governed by the Virginia Uniform Statewide Building Code, which allows simple gravity systems without a permit when designed to manufacturer specifications. Large-scale residential purple-pipe networks do not exist in the county.
Unauthorized hauling or sale of reclaimed water carries DEQ civil penalties up to $32,500 per day and revocation of bulk-fill access at the plant.
