Unlike arid Sun Belt cities, Lincoln has not built out a non-potable reuse network. The Theresa Street and Northeast wastewater plants discharge to Salt Creek under NDEE permits, and small volumes of plant effluent are reused on-site for process water and washdown. Large irrigation customers such as parks and golf courses still rely primarily on groundwater wells. The CAP flags reuse as a future option, but no regulatory mandate or rebate currently steers customers toward reclaimed water.
There are no resident-facing penalties because no reclaimed-water service exists; non-potable cross-connection rules under Title 17 still apply to private irrigation wells and rainwater systems.
