The Milwaukee Metropolitan Sewerage District operates the Jones Island plant and produces Milorganite biosolids fertilizer, while supporting reclaimed water reuse for industrial cooling and irrigation under WPDES discharge permits.
MMSD has produced Milorganite, a heat-dried biosolids fertilizer, since 1926, distributing it nationally as a turf and garden product regulated under EPA Part 503 and Wisconsin DNR rules. The district also explores process water reuse for industrial customers in the service area. Reclaimed water is not piped to residential lawns. The Deep Tunnel system stores up to 521 million gallons of combined sewage and stormwater for treatment instead of release. WPDES permits issued by Wisconsin DNR set effluent limits for nutrients and metals at Jones Island and South Shore.
MMSD permit violations are enforced by Wisconsin DNR and EPA; residential customers do not face citations for biosolids or reclaimed water issues.
