Unlike arid Western cities, Sioux Falls has plentiful surface and groundwater, so it has not built a non-potable distribution system. The Water Reclamation Plant on North Bahnson Avenue treats wastewater to NPDES standards before discharging to the Big Sioux River. Treated effluent is occasionally used onsite for plant operations but not piped to parks, golf courses, or industry. Future Shape Sioux Falls Plan studies mention exploratory water reuse, but no construction is funded. SDPRD parks irrigate from potable mains under Ch. 110 rates.
There are no enforcement provisions because there is no recycled-water system; unauthorized cross-connections to potable mains are addressed under separate backflow prevention rules.
