Tulsa operates two major wastewater treatment plants discharging to the Arkansas River under Oklahoma DEQ NPDES permits. Unlike water-stressed western cities, Tulsa's relatively abundant raw-water supply has not driven investment in dedicated recycled-water distribution networks. Some industrial users contract directly with the utility for non-potable supply, but residential and commercial irrigation customers receive standard treated potable water. Future expansion of reuse infrastructure may follow Resilience Plan recommendations.
Industrial discharge permit violations are enforced by Oklahoma DEQ with civil penalties up to 10,000 dollars per day per violation under state environmental code.
