The Noman Cole Pollution Control Plant treats up to 67 million gallons per day for the Wastewater Management District. Use follows Virginia Water Reclamation and Reuse Regulations 9VAC25-740, requiring Level 1 treatment for unrestricted public access uses. Residential graywater reuse is governed by the Virginia Uniform Statewide Building Code, which allows simple gravity systems without a permit when designed to manufacturer specifications. Large-scale residential purple-pipe networks do not exist in the county.
Unauthorized hauling or sale of reclaimed water carries DEQ civil penalties up to $32,500 per day and revocation of bulk-fill access at the plant.
