Anaheim Public Utilities offers per-square-foot rebates to residential and commercial customers who replace live grass with low-water landscaping, drip irrigation, and approved permeable surfaces under its sustainable yard incentive program.
APU partners with the Metropolitan Water District to fund turf removal rebates for Anaheim water customers. Eligible projects replace functional live turf with California-friendly plants, mulch, drip or low-flow rotary irrigation, and permeable pathways. Pre-inspection is required before turf removal, and post-inspection verifies plant coverage and irrigation conversion. Rebates run dollars per square foot up to a per-property cap, with separate caps for single-family and multifamily/commercial sites. Synthetic turf is generally not rebate-eligible. Permits may be required if grading or hardscape work is involved.
Removing turf before pre-inspection, installing ineligible synthetic turf, or failing the post-inspection plant-coverage requirement disqualifies the project from the rebate.
