Florida law (FL Statute 163.3177) requires every county to adopt a comprehensive plan. The CDMP Future Land Use Map governs allowable density and intensity, while Chapter 33 zoning code implements the plan parcel by parcel. Applications inconsistent with the CDMP must seek a plan amendment, processed twice yearly by the Department of Regulatory and Economic Resources and approved by the Board of County Commissioners after public hearing and state review.
Development inconsistent with the CDMP is denied at zoning stage; permits issued in error are subject to revocation and required compliance at owner expense.
