Memphis 3.0, adopted in 2019, is the city's first comprehensive plan since 1981 and assigns each neighborhood an Anchor designation guiding zoning, infrastructure investment, and Unified Development Code amendments.
Memphis 3.0 organizes the city around community Anchors and corridor priorities, classifying neighborhoods as Nurture, Accelerate, or Sustain. The plan informs amendments to the Memphis-Shelby County Unified Development Code and steers public investment toward designated Anchors rather than greenfield expansion. Adopted in 2019 by the City Council, it is the first comprehensive plan since 1981 and pairs with the 2018 Climate Action Plan to align growth, transportation, and equity goals across the city.
Plan itself imposes no fines. Implementation occurs through UDC zoning text amendments and capital budget priorities, which carry their own permit and code requirements.
