KCMO does not have a development impact fee program for residential growth. The fees that apply to an accessory living quarter under KCMO Code Section 88-305-09 are: (1) building permit fee under KCMO Code Section 18-5 based on valuation; (2) plan review fee at 65 percent of the permit fee; (3) KC Water service connection or capacity charge if a new tap is requested, billed under the KC Water rate schedule; (4) sewer connection fee if a new lateral is required. A separate water meter is optional. Missouri has no statewide ADU fee preemption, so local fees apply at the standard residential rate. Affordable ALQs do not receive a city impact fee waiver because no such fee program exists.
Working without paying the required fees triggers stop-work orders and a 100 percent late penalty under KCMO Code Section 18-7. KC Water can disconnect service for unpaid connection charges.
