KCMO Code contains no provision specific to residential inflatable decorations. The general frameworks that may indirectly apply are: (1) KCMO Code Section 46-9 (Noise Control) sets a 55 dBA residential nighttime limit between 10 pm and 7 am, which inflator motors can exceed; (2) KCMO Code Section 64-13 prohibits obstruction of the public right-of-way, so inflatables anchored on the sidewalk or city right-of-way are prohibited; (3) KCMO Code Chapter 88 zoning setbacks do not apply to temporary holiday displays. There is no size, height, or material restriction on inflatables on private property. HOAs may impose CC&R limits under Missouri Revised Statutes Chapter 448. Front-yard inflatables on private property are otherwise unrestricted.
Enforcement is complaint-driven. Inflator-motor noise after 10 pm can be cited under KCMO Code Section 46-9 with fines up to $500 per offense. Public right-of-way encroachment can be cited under Section 64-13 with removal orders.
