Kansas City requires building, gas, electrical, and plumbing permits for built-in outdoor kitchens with utility connections under KCMO Code Chapter 18, which adopts the International Building, Mechanical, and Electrical Codes.
KCMO Code Chapter 18 adopts the International Building Code, International Mechanical Code, International Plumbing Code, and the National Electrical Code by reference. A built-in outdoor kitchen requires separate trade permits for each utility extension: (1) gas permit under the IMC for natural gas piping to a grill, side burner, or pizza oven; (2) electrical permit for any outdoor outlet, lighting, or refrigeration circuit per the NEC; (3) plumbing permit for built-in sinks with city water and waste connections. The masonry counter or island itself is generally exempt from a building permit if under 30 inches tall and not part of an enclosed structure, per KCMO Code Section 18-3 exemptions. Outdoor kitchens with permanent gas appliances must maintain 10-foot clearance from combustible construction under IFC 308. Permits are issued by Development Services.
Working without required trade permits triggers stop-work orders under KCMO Code Section 18-7, with 100 percent late penalty fees on after-the-fact permits. Unpermitted gas lines can also be ordered disconnected by Spire Energy upon notification.
