Long-term rental of an accessory living quarter is allowed under KCMO Code Section 88-305-09 without a separate business license, though the host should comply with Missouri landlord-tenant law and KCMO Code Chapter 56 (property maintenance). Short-term rental of an ALQ (under 30 days) requires registration under the KCMO Short-Term Rental Ordinance, KCMO Code Section 88-300-12, adopted in 2018 and amended in 2024. Type 1 STRs (owner-occupied primary residence) are allowed by right in residential zones. Type 2 STRs (non-owner-occupied) in residential zones require a Special Use Permit approved by the City Plan Commission and City Council. The ALQ is considered a separate dwelling unit and is regulated as such. A Lodging Permit and tax registration with the City Revenue Division are also required.
Operating an unpermitted STR violates KCMO Code Section 88-300-12 with citations up to $500 per day and revocation of the STR permit. Repeat violations can result in a 1-year prohibition on re-registration.
