Full Breakdown
UDO § 14-912-04-K blocks short-term/Airbnb-style use of a West Central Independence Overlay District ADU: rentals under 30 days are prohibited unless the unit secures bed-and-breakfast approval under § 14-420. Separately, § 14-912-04-L requires any ADU or single-family residence in the WCIOD that is not owner-occupied, unless vacant, to register under the Rental Ready Program in Chapter 4 of the City Code. Together the two provisions steer WCIOD ADUs toward either owner-occupied use or inspected long-term rental, closing off casual nightly-rental use.
Violations & Fines
Renting an ADU for stretches under 30 days without bed-and-breakfast approval is a zoning code violation subject to citation; operating a non-owner-occupied ADU without Rental Ready registration is a separate Chapter 4 violation enforceable by the City.
