ADU fees in Pueblo stack as follows. The Pueblo Regional Building Department (PRBD) building permit fee scales with construction valuation under the PRBD fee schedule, typically $800-$2,000 for a 500-800 sq ft ADU, plus plan-review (about 65% of permit fee) and separate trade permits for electrical, plumbing, and mechanical work. Water service is provided by the Pueblo Board of Water Works (PBWW), a quasi-independent municipal water utility β a new 3/4-inch residential tap currently runs roughly $4,000-$7,000 depending on meter size and service distance, but an ADU sharing the principal dwelling's meter pays no new tap fee. Sewer connections through the City of Pueblo Wastewater Department add a similar plant-investment charge for new connections. Stormwater and drainage charges may apply based on added impervious surface. Pueblo's 3.7% city sales tax and a 3.5% use tax on construction materials are collected at permit issuance. Colorado HB24-1152 authorizes but does not require local governments to waive or reduce fees for ADUs under 750 sq ft and for income-qualified projects, and provides state grants for jurisdictions that adopt waivers through the Department of Local Affairs (DLA) ADU Supportive Jurisdiction certification. Pueblo has not adopted a categorical waiver as of 2026 but is studying options through the Title XVII update.
Permits will not issue until all fees are paid in full. Unauthorized connections to PBWW water service or city wastewater service result in service termination plus reconnection charges and back fees. Unpermitted construction is subject to PRBD stop-work orders and after-the-fact fees at doubled rates.
